Computer will not connect to the internet with a cable or wifi

Hello I have run into this problem and I can not get it fix I've tried just about everything, I tried restarting my pc, restarting the router, I had my cable/internet provider come out and they can't fix it I don't know what to do or what caused this.

Find out what your motherboard's network card is, download drivers on something else that has internet, move the files onto the computer via USB, install.
