Question Computer will not post for nothing!

Hey, my friend is building a computer with a Asus Strix z390-e and an Intel i7 9700k, we went to hook it up outside the case to make sure everything works and we cant get it to post. It will turn on and all the fans and leds will work and stay on but it wolnt post. None of the pins are bent that we can see, we are stumped! Also, our rgb ram will not light up eaither?(hyperx ddr4 3200mhz) We thought that might be something too?

What are the specs for this build? I suggest testing the RAM individually.
