Computer Will Not Power on, even though motherboard seems to have power

My computer suddenly is unable to power on. The motherboard power lights are on, and I just replaced the power supply thinking that it would solve the issue. I have also tried to discharge the capacitors by pressing the power button with the computer unplugged.

Swap ram slots, using only 1 by 1 stick and applying it into a different slot. If that doesnt fix it, take out the gpu and see if everything will start (connect to intergrated gpu if you have one, if not just listen if everything spins and if you hear the post beep)

I tried everything you said but it still didnt show any signs of life other than the lights on the motherboard. I assume this means it is either the motherboard or the cpu

Swap all the ram around, start it back up enter bios if it comes up and go back maybe to default settings

Do you think the CPU or Motherboard just decided to die on me? Does that happen? As far as I know nothing got shocked. Should I try reseating the CPU?
