No power being provided to USB
Power is being provided to all fans and LEDs on Motherboard and PSU
Some questions:
-All the fans (PSU, heat sink, and 2 case) turn on, as well as the motherboard LEDs. Would this mean the PSU is okay? I'm thinking my next step is to buy another PSU (CX450 should be fine, right?) and test it, but if all those things are working, I'm not sure if it's worth it. Would all of this indicate the motherboard is operating correctly too? Would the fact that it seemed like a GPU issue at first, then something else point to the PSU or motherboard?
-Could smearing the thermal paste on my hand cause the CPU LED to light up? I would think this wouldn't be an issue until the computer heats up.
-Could a damaged heat sink clip cause this issue? The heat sink does feel very secure with the 3.5 remaining clips.
-If it seems the motherboard, heat sink, and PSU are alright, would this leave the CPU as the culprit? If so, would it be possible to put an i3 10100F on an H110M motherboard, or would I need a new motherboard?
More Details:
This is not a new build and I had no issues before Friday night.
I returned home yesterday after a storm and found my computer not outputting to either of its 2 displays. I plugged my work computer into one display and it worked fine, so after a few restarts with no improvement, I assumed I had a GPU issue. The lights on my keyboard would still light up, and my phone would still charge when plugged in. I opened my case to dust it out with compressed air. This included removing the GPU and the CPU heat sink to dust them more thoroughly. I didn't see any burn marks from the storm.
After reassembling, things seemed worse. My keyboard lights no longer turned on and my phone no longer charged by USB. All fans in the computer turned on, but I noticed the CPU light on the motherboard was lit up and did some googling on what can cause that.

- I reset my CMOS battery and replaced it (twice, the batteries expired in 2020, but I don't think they drain completely that quickly) after that didn't work.
- I reseated all connections, as well as the heat sink (again). One of the 4 translucent attachment clips on the heatsink was broken, but still seemed to held against the CPU securely.
- I did smear some of the thermal paste on my hand the first time I removed the heat sink - I ordered some more, but I wouldn't think this would prevent the computer from booting up.
- I disconnected everything from the motherboard except for the CPU, heat sink, and 1 stick of RAM (and power, of course). This didn't work.
- I swapped out the RAM stick, then tried both stick in the other RAM slot - this also didn't work. Would I need anything else connected to prevent the red CPU light?
- I reassembled all of the internals, and obviously, this still didn't work.
