If you could, please post your system specs to help us get a better idea of what kind of rig you're running.

You could be dealing with a fried PSU.

I'd contest a 350w PSU being sufficient for a GTX 750. I'd hold up the following chart as evidence:

It's possible your PSU has blown due to overload, or perhaps just died from age or some form of unlucky trauma. It's worth observing anti-static-discharge precautions when working inside...
What PSU are you running?

It's possible your Power Supply can't cope with the hardware's requirements.

I'm assuming the PC boots fine without the Graphics Card installed? If not, ensure your motherboard power connector and CPU power connectors weren't loosened/detached during installation of the Graphics Card.

I am running a 300w one but i know for a fact because of a cpu calculator that i had enough wattage. and it does not boot fine without the graphics card installed and i just checked all the cables and tightened them down but still no.

It's possible your PSU has blown due to overload, or perhaps just died from age or some form of unlucky trauma. It's worth observing anti-static-discharge precautions when working inside your case to avoid any electrostatic discharge that can damage components (the same kind of discharge that gives you a shock when you touch a metal doornob - one 25th of that can damage PC electronics). To avoid this simply touch an earthed object in your home (such as a radiator) before working inside your PC.

To rule out a faulty PSU you'd need to test the PSU with a different system. You can also rule out a faulty Graphics Card by testing that with a different system. If they both work then your motherboard may be at fault.
