[SOLVED] Computer will not turn on newly built computer

Hey guys, so I've built two computers so far and I'm helping my friend build his now. It will not turn on at all, no beeping or anything. I could use some ideas on why not, please.

Everything seems to check out.

Specs:
Motherboard: MSI - B450-A Pro
Cpu: Ryzen 5 2600
Gpu: EVGA - GeForce GTX 1060 6GB 6 GB SC GAMING Video Card
Memory: G.Skill - Ripjaws V Series 16 GB (2 x 8 GB) DDR4-2666 Memory
Psu: EVGA 500 BR
Also liquid cooling.

No fans or lights will turn on. Already switched out PSU because it actually looked used and we found out it probably was, because packaging was different. We haven't tried the paper clip test yet, but willing to go to the store I guess for them.

Any suggestions guys? Anything I might have missed?

Hi, Have you tried shorting the 2 pins on board? If yes, and still no go, then it could be a dead board.

Are you referring to the CMOS pins?

How do I short them exactly? Put a screwdriver on them?

Yes, it's what the power button does when pressed: it connects the 2 pins.
