Question Computer will not turn on once SSD is plugged into Sata cable from PSU

Replaced Motherboard, CPU, and PSU. Everything turns on until I plug in the SSD to the Sata from the PSU then it clicks but doesn't turn on. I've tried several different cords, and plugged into the different Sata ports on the PSU. I've tried 2 different SSDs and an HD and nothing.

Please give us a full list of all the parts involved in this.
Make/model/type/size/OS, etc, etc.

MOBO - MSi MPG Z390 Gaming Edge AC
CPU I9-9900K
PSU EVGA 850 GQ
GPU R9 380
SSD Samsung 860 EVO 500GB (this is a new SSD so no OS yet) Have tried old SSD as well which is also Samsung 860 EVO 500GB with Win10 on it
