Computer will startup by itself and will sometimes restart instead of shut down

For the past few months I have had a reoccurring issue where my computer will randomly power itself on from full shut off. It will also sometimes restart itself when commanded to shut off. My specs are as follows:

1 x Power Supply 700 Watt - Standard - *Free Upgrade to 800W Standard
1 x Processor Cooling Asetek 510LC Liquid CPU Cooling System [SOCKET-1150] - Standard 120mm Fan
1 x Primary Hard Drive 2 TB 7200RPM HARD DRIVE + 120GB Kingston SSD
1 x Data Hard Drive None

do you have wake on lan (WOL) set on your router. Can turn your computer on from shutdown just disable the setting. As for it restarting when u shut it down manually it could be your router once again being a dick. I assume you might have set WOL on at some point or a neibor might be playing a prank on you. If you haven't acessed your router before its not hard to find the username/passwords for them and when you do and if the router doesn't allow you in then hit the reset button on the router (can use a paperclip) and then use the default username/password to enter the router and then set your own.
 
also a quick test would be to disable your internet and try powering down and doing things you normally do when the problem happens. If it doesn't happen and you connect to internet and it does happen its most definitely your router.
 
I have wol disabled in my bios settings however I didn't know that the router had different settings. Do I just access it the same way as if I was changing the wireless channel on my router? Also this problem happens at random intervals so there is not really a way to test it. At one point it hadn't started itself for about half a month but it has just done it 2 times in the span of two days.
 
if you moved it you might have knocked a pin out of place that goes to your motherboards from your power reset/shutoff. So it might just be that you need to make sure all your pins are pushed into place. (might be a full cable instead of pins in which case push cable in but chances are if it was a full cable and not pinned in it wouldn't even work.
 
in my buffalo router WOL is found in the administration section. To acess my router i need to type 192.168.11.1 in address search bar in my search engine then type in my username/password. The place to change the channels is in wireless section in my router. Best bet is to check if WOL is enabled in Administration section.

I think you have a PSU that is starting to go on you, stuff like this is hard to troubleshoot, i would see if you could borrow a PSU from a friend or something and use it for a week or two. My personal opinion also is 700w PSU is not enough for your machine.
 
I am currently at work. However I recieve an email from tech support saying this: Please turn the power off, clear the CMOS.
Load the BIOS default (press F9 in BIOS).
Disable RTC Alarm Power on in BIOS, Advanced, ACPI Configuration, RTC Alarm power on [Disable]. I will do this as well as inspect all connections later tonight and let you know if I find anything. In the mean time if you have any other ideas I would be happy to try them.
 
When I got home last night I checked my cables, and everything seemed to be fine. I checked the bios and I had already disabled the setting that I was told to. However I went ahead and did what I was told and cleared the CMOS then disabled the setting again.
 
Way late but in power options if in high performance mode your computer may be in an always on state where if u tap a key or shake the mouse the computer will start again. you can disable this and check through these setting in power options so that your power off button isn't set to restart or sleep mode instead.
