I was trying to under volt my dell inspiron 17 laptop using throttle stop. And the tutorial I used said to start the offset at -100.6 mhz and I'd the computer crashes just restart and try a lower setting ie. -80.6 mhz always increments of 10 until you hit a sweet spot that works but when I tried it the comp crashed and now whenever I restart it starts up but hangs at the Dell logo and I've gotten it to diagnose and lead me to other options and I am succefulky able to start up in safe mode but whenever I cant access throttle stop or Intel extreme utility I. Safe mode and it won't ever start up normally? Help please

I did do that, nothing changed but i figured out it was when i went to msconfig boot options and clicked pci lock that stoped it from loading normal for some reason. I was trying to stop the power limit.throttle whild keeping turbo boost on but i figured out thats gonna be pretty much impossible since the output for battery is only like 19.5v oh well. Disabling turbo boost with throttle stop and keeping the clock consistent is what i decided to do. I game a lot on the laptop which has a i7 5500u cpu and i mean with the slight gpu clock i have on it its running oretty alright. Not the prettiest but ive managed the smoothest.
