Computer won't boot and power supply fans won't power up.

Built my PC last night. What happens is when I push the power button on the computer case, the motherboard lights come on, all of the case fans, the heat sync fan, and the graphics card fan come on, but the power supply fan just won't work. The PC makes a little noise like air being released and the power supply fan kicks off. It's not booting, either. Anyone have any idea what the hell is wrong?
