Computer wont boot from dvd

This is for a 2005-2006 compaq desktop computer. Boot sequence is correct, tried f12 option as well. It won't boot from any previously tested disks including win7 which I installed before, multiple Linux distros, win 8.1 or xp. I also tried several drives and all sata ports and different cables.

What happens is I get a misplaced blinking dash for a couple seconds just like when its about to say hit enter to boot from disk but the dash seems to be in a different place then it starts to boot from HDD.

This is one of my own co puters and I installed win7 on it less than a year ago

Yes, I've already eliminated the possibilities of it being the disks, drives, cables, bios settings and sata ports.

Is your actual computer picking up that there is a disk in the drive? Because sometimes it will look like the disk is burned correctly and won't be.
