Computer won't boot into windows or BIOS after windows 10 upgrade

So I just upgraded my old computer from windows 8 to windows 10, and after it downloaded windows 10, it asked to restart. I restarted it, but it never turned back on. On startup, it displays the logo of the company that made it (Velocity Micro), and then shows a black screen with a 0_ in the bottom right corner. I have tried to get into the BIOS, and the boot menu, but I can't. I have also tried disconnecting the hard drive, and the same problem persists. How can I get the computer to work? I have a back up of all the files, so I can reset it.

Some computers are not capable of running windows 10.

I don't know the exact model, but I have an intel i7 960, an AMD Radeon rx 7850, and 10gb of RAM
