Computer won't boot keeps restarting

I am trying to reinstall xp sp3 on a system. But when the process gets to the point of restart, I remove the disk, to keep it from loading again, but the copied files will not allow the system to come to the XP page to continue the install. I have done h/w checks out the ying-yang to no avail. Anybody?

Leave the disc in. Just don't press any key when it prompts. It will then boot off the hard drive and continue the install.
