Computer won't boot, no post, no beep, fans don't spin

Last night I finally finished putting together all the parts on my gaming PC that I'm building, but I'm having almost no response from the computer when I turn it on.

Here's what happens everytime I turn on the power:
None of the fans spin
Power LED on mother board lights up
LED on graphics card lights up
Cosmetic "Supreme FX" LED on mother board lights up.

Here's what is supposed to happen when I turn on the power:
CPU Cooler fan should start spinning
GPU fans should spin?
Power LED lights up
Motherboard POST
CPU LED lights up
DRAM LED lights up
BOOT DEVICE LED lights up
VGA LED lights up
Cosmetic "Supreme FX" LED on mother board lights up.


I have double checked to make sure all the power cables are installed securely on the motherboard and tried to disconnect the harddrive and ssd, and I also tried to boot with only one stick of ram installed. I already tried moving the fan connecter from the cpu fan header to the chassis fan header on the motherboard, but the fan still isn't spinning.

When I turn the power supply off, a few seconds after the led lights turn off, they all flash again for a second. I assume this shouldn't be happening because the power supply is off. When I connect the computer to a monitor, the monitor isn't able to pick up any signal.

Solution
If you did aggressive cable management, then it is possible that during the management process something became disconnected, or even shorted out.


Results of Importance:
I disconnected the reset switch. I reversed the position of the power switch and now the fans are spinning! There is still no input that is being picked up by the display, but I am going to cable manage again to make sure everything is connected again. I'll update on this later.

Here are the results that I got for every single step on the troubleshooting guide:
1. I reread the manual again carefully, there is nothing of importance
2. I have both the 8-pin and 24-pin atx power connectors connected.
3. The standoffs come preinstalled in my case. There are only 4 standoffs and they all align with the screw holes on the mother board.
4. The graphics card is fully seated.
5. I am using the asus dual gtx 1070. It has one pcei slot which I have connected
6. Booting with one stick of RAM doesn't change anything
7. Yes, the memory modules were fully inserted. There was an audible click, the the latch went into it's locked position.
8. The manuals says that using any RAM slot is allowed. You can use two at once, or one in the front slot, or one in the back slot.
9. There was no plastic guard when I got the motherboard.
10. Yes, I made sure the cpu was lined up with the arrow on the motherboard and that it sat into the socket easily
11. No there are no bent pins
12. I did not use any extra thermal paste. On the aftermarket cooler I got there was some thermal paste on the bottom already
13. Yes, the cpu fan is plugged in.
14. The cooler did not have push pins. It had thumb screws.
15. There are no loose screws on the motherboard or wires underneath it.
16. I didn't realize that the power supply had to be plugged in for the static electricity to discharge so while I was touching the metal thinking it would discharge, I don't think it actually did anything
17. My motherboard did not come with a speaker, but I can order one if necessary

The speaker is needed to hear any beeps from the MB. These beeps are essential to the troubleshooting process.
