Computer Won't Boot Past Motherboard Spash Screen.

First, thank you for any advice offered. My issue is after installing a new WD 1TB Blue Hard drive and MSI GTX 1050 graphics card in an older (5 year) build, the workstation will only boot to the Gigabyte Motherboard Splash Screen. The workstation is not allowing me to enter the bios screen or entering any other menu screen - it just sits at the splash screen. I can hear an audible beep every 2 min or so - I believe that lets me know the graphics card is working. Keyboard and mouse will power on, indicating that power is being pushed through without the workstation.
Troubleshooting I've taken:
Reset the CMOS battery - by popping it up and letting it sit for a few minutes then re-seating it.
Unplugged the HD to: didn't do anything, still taken to the splash screen without the ability to bring up ANY menus.
Switched the SATA cable
Removed all USB devices and let the pc boot then restarted and plugged the usb's back in after machine started to catch the bios - no luck still taken to the splash screen where I can't bring anything up.

Any help is appreciated. Thank you!

Full EXACT system specs? (Motherboard model, CPU, memory, ALL connected drives, *power supply model number)

Motherboard model should be on the motherboard. PSU model number should be on the label somewhere on the PSU.

Not being able to enter the bios suggests that you are either not pressing the correct key, or are not beginning to press it early or fast enough to trigger the cmos edit process before the POST process has already begun. Knowing your specs will help us help you.

He doesn't ever say that he can't enter the BIOS, that's not his problem. Most M/B Manufacturers have a splash screen that comes up during POST, and I've had a PC freeze on it before, the solution for me was a different power supply, if you want to try that.
 
He also says it's sitting on the splash screen, or frozen on the splash screen. I have a PC that does this, no matter how many times you hit the prompted delete key (For my system), it sits on the BIOS splash screen. And that seems to be what he's describing.



 
If you're getting a regular MB beep that usually indicates a faulty video card or memory stick. You should only get one beep with POST, indicating a successful POST. Take the video card out and reseat it. Try restarting. If that doesn't work take out all the memory sticks except one and try again. Still not working take out the video card, leaving just the one memory stick and try again.
