Computer won't boot to windows, sounds like low power, endlessly restarts

Today I had my computer on when the screen suddenly went black. It was completely unresponsive, so I shut it off. When I turned it back on, it got to the bios screen then asked if I wanted to start Windows normally (the usual stuff). But then the screen went black again for a few seconds and the system rebooted. Now it boots over and over, erratically. For instance, sometimes it won't show the initial bios screen, other times it will make it to the screen asking to start Windows normally, other times the screen won't show anything at all. One of the consistencies is the video shutting off. I even made into the bios configuration screen at one point, but as I was checking settings the screen went black. After several seconds it rebooted again. The system beep is normal, but often doesn't play or is delayed. The computer sounds like it's running on low power and is struggling to power up. I suspect it is the power supply, but am not sure. Anybody know what's going on? I can provide more info if needed. Thank you.
 

No onboard graphics, unfortunately. Weird thing. My wife tried flipping the switch in our breaker box, and that caused the computer to boot normal for a brief time...it went into the Windows startup recovery and started fixing itself...but then same thing started happening again. Our apartment recently replaced our breaker box. I wonder if that has anything to do with what's happening.
 

Tried that too, in the outlet my tv and ps3 are plugged into. Still didn't work. I'll have to try some other outlets once my kids are asleep.
