computer wont boot up, so im thinking of replacing the motherboard

so basically i built a computer, and i have a Intel Core i3-7100 3.9GHz Dual-Core Processor, a
EVGA 500 W1, 80+ WHITE 500W Power Supply, a Asus Radeon RX 460 2GB Dual OC Video Card, a Sandisk SSD PLUS 240GB 2.5" Solid State Drive, a GeIL SUPER LUCE 16GB (2 x 8GB) DDR4-2400 Memory, and a Gigabyte GA-H170M-DS3H Micro ATX LGA1151 Motherboard, but the cpu and the fan for it dont turn on for some reason (theyre not broken), so when i plug in the set up into a monitor, it wont boot up and the screen says that its not connected. all the fans and the memory card leds light up.

yes. all the wires are plugged in correctly.

im thinking of replacing the motherboard with this - GIGABYTE GA-H270-HD3 LGA1151 Intel 2-Way Crossfire ATX DDR4 Motherboard while keeping all the other parts. what do you recommend me do?

More than likely your H170 is running an older bios that does not support Kaby lake. The H270 should support it out of the box.

Your options are to find someone with a skylake cpu or buy one to use to update the bios to give it kaby support, buy a replacement bios chip with the proper bios for kaby support or return the H170 for a 200 series board like that h270.
