Question Computer won't boot up to hard drive.

I recently replaced my broken hard drive with a new one. I have set the BIOS to boot from the hard drive and disabled any other boot options and despite this when I start the computer it says: "Insert disc or removable device" as if I am booting from a usb or cd. No matter what I do in the settings it does this every time I can not get it to boot to the hard drive it always tries to look for a usb or cd to boot from. Any help is appreciated.

You put in a blank drive?
It has no OS on it...nothing to boot from.

You need to install an operating system on that drive.

What drive(s)?
What OS?
What are all the rest of the parts?

Oh, and "downloaded" is not the relevant word. "Installed" is.
