computer wont boot up

so basically i built a computer, and i have a Intel Core i3-7100 3.9GHz Dual-Core Processor, a EVGA 450W 80+ Bronze Certified ATX Power Supply, a Asus Radeon RX 460 2GB Dual OC Video Card, a Sandisk SSD PLUS 240GB 2.5" Solid State Drive, a GeIL SUPER LUCE 16GB (2 x 8GB) DDR4-2400 Memory, and a Gigabyte GA-H170M-DS3H Micro ATX LGA1151 Motherboard, but the cpu and the fan for it dont turn on for some reason (theyre not broken), so when i plug in the set up into a monitor, it wont boot up and the screen says that its not connected. all the fans and the memory card leds light up. a connector on the 4 pin atx wire for the psu is a bit chipped off so the metal is exposed, but i dont think that is the problem. all of the components arent broken, and all the wires are plugged into the right spot. why wont it boot up?

Your motherboard is likely not compatible with the CPU as it sits.

The motherboard likely needs a BIOS update before it can be used with the Core i3-7100.

My suggestion is that if you just bought the motherboard is to return it and buy an H270 motherboard that supports the new Kaby Lake processors from the get go.
