Question Computer won't boot up ?

Computer wont boot up, power comes on to power fans and looks like there power to graphics card, but the led lights on the motherboard that light up to indicate it is good are all off. any suggestions?

Have 650watt power supply
16mb of ram
asus z390 e strix motherboard
geforce rtx 2060
intel i7-9700k 3,6ghz

was it working before?
brand and model of this 650w psu?
take the rtx 2060 out and test with igpu?
