I have an HP Compaq 8200 Elite desktop computer with 4GB of ram, no gpu. my computer works fine if i put both ram sticks in slot 3 or 4, but doesn't work if i put one or both sticks in slot 1 or 2.

i remember slot 1 was working when i first installed the extra memory i bought a year ago, it worked just fine, but when i try to do it now it doesn't want to work properly anymore.

the PSU fan just spins fast but PC doesn't boot. when i do switch it back to the original ram slots, it starts perfectly fine.

my RAM is two different brands, HP and Hynix. both are DDR3 1333MHz

Does it boot correctly if you put the memory in Slots 1 and 3? The slots themselves could be on the way out but not likely.
May want to consider replacing both DIMMs with a matched set from the same company as mismatched pairs can have issues.

Update:

I have tried everything i can do, such as trying different channels for each RAM (solo) and both of them on ram slot 1 and 2 (both are also switched once it didnt work)

I also tried cleaning the ram slots which wasn't really appearing to be too dusty but i still did clean it, still did not work.

I tried finding the ram that came with the PC from the internet but i cant find one anywhere. i might just use slot 3 and 4 for now until i get myself a new pc. if there are any other solutions sent here, i might try to test them out.

What about slots 2 and 4 ? That's usually primary IMC config for a while now.

I had this issue the other day, clearing the CMOS by taking the battery out for 5 minutes fixed it. As @CountMike said, normally you would use slots 2 and 4 or A2 and B2. I have yet to see a modern board that doesn't use that configuration.
