Computer won't boot with MSI GTX 1070

Hi all!

We just finished building two new computers with all new parts:

ASUS i7 motherboard
MSI GTX 1070 graphics
500 watt Corsair PSU
16gigs Corsiar ram

When we press the power button on either computer, the fans will turn on for about a second, then turn off for another second, then on and off, on and off....almost like someone revving a car engine.
Ultimately, the computer won't boot, although now and then it'll start up after 3 or 4 revs.

We removed the 1070 as a test and the computers booted up just fine and work great. We put the cards back in, same problem. :-(

We've read about faulty cards, but what are the chances that both cards in both computers are faulty?

Does anyone have any ideas?

Sorry, I'm typing while my hubby does some troubleshooting.
The motherboards are Maximus VIII Impact ITX Form Factor boards.
Yep, the cables are plugged into the cards. I asked him the same thing. 🙂
Any other ideas appreciated...thanks!
 
Yep, we flipped the cards between both computers...both computers have the same startup issues.
At this moment, he has the computer started up and is trying out a game...worked fine for about 10 minutes, then the computer just shut itself down mid-game and is caught in the startup cycle again...fans on, off, on, off. :-(
 
He has to stop for the night. He's going to come back to it over the weekend...thanks so much for your help so far! Updating BIOS is the next step he'll try. We also have another PSU we can pop in for troubleshooting.
Argghhh.
