[SOLVED] Computer won't boot with new harddrive installed

As you have read in the title I can't boot into my computer with the hard drive plugged in. This is a new PC build and the computer boots fine without the hard drive plugged in. I thought this was a hardware malfunction so I returned the previous HD and recieved a new one but the same issue persists. If needed I can provide a parts list. I'm honestly unsure of how to proceed, any help would be greatly appreciated!

All new parts.

CPU: AMD Ryzen 5 3600
MOBO: ASUS Strix B450-F Gaming
SSD: SAMSUNG 970 EVO M.2
PSU: CORSAIR RM 650 80+ Gold
GPU: EVGA RTX 2060

I think it's worthy noting that the hard drive doesn't even show up in disk management
when plugged in after booting unplugged

[SOLVED] It seems I had a faulty SATA cable. Rather unfortunate that I didn't try replacing it before
running other diagnostics.
