Computer Won't Boot

So I was installing New System memory into my computer along with a new replacement exhaust fan, and when I was finished and tried booting up my computer, it didn't boot. The fans on my Graphics card, heat sink, and PSU where working fine, but the fans on my case where no longer working. After removing my heat sink, I had noticed my CPU was cold to the touch.

Is my CPU dead or is Motherboard broken?

So far I've

  • >Removed Parts from my PCI slots
    >Tested my older system memory
    >Moved memory into different slots
    >Cleaned out system memory slots
    >Removed CMOS battery to reset BIOS
    >Verified all wires and cables are plugged in
 
Solution
Make both the 24 and 4/8 pin power connectors are tight to the mobo. Double check the DRAM, start with 1 stick and ensure it's well seated, then if OK try other stick.
