So, I moved my 1070. Gigabyte 3 fan, and I've got an Asus 170-e. And I moved my GPA from pci 2 to pci 1, this was because my motherboard wasn't recognizing my graphics card, now all of a sudden my graphics card still isn't working, and my computer will no longer boot

You've triggered the UEFI security. its detected the foreign hardware in slot 1 and is blocking boot.
Enter the bios and disable secure boot please. You may need to go back in and change the mode to legacy or enable CSM also but do that only if the Secure boot option doesn't work.
