Hello Guys,
This issue is very recent has stopped my PC entirely.

So when i press the power button on my computer all my fans spin up and you can hear the hard drive start spinning up. All LEDs come on my GPU, Mother board, so there is power. About 2 seconds later everything turns off LEDs and fans. Then it strangely goes into a cycle of this over and over again every 3 seconds it turns on and 2 seconds after off. My PC was working fine earlier. I did drop a textbook on the top of the case but i have already checked for loose wires everything is plugged in. I believe it may be a power problem but i do not want to go out and buy another power supply. Any suggestions.

Specs:
GTX 1070
i5-4690k
MSI h97-gaming 3
16gb Ram
2tb Western digital
250gb SSD

Sorry for any spelling mistakes or grammar mistakes im super tired.

Solution
Sounds like PSU. Especially if you dropped a text book on it, it would have easily shifted something in the PSU to cause the issue.

Is your PSU top mounted or bottom case mounted?

Try removing all non necessary components like GPU and try to boot again.
Is your CPU overclocked
