Computer won't boot

After an episode of my stock PSU smoking, leaking,and 'overclocking', it caused my gpu and external devices to fail. I have recently replaced my PSU and GPU, and upon turning it on, all fans work, my mouse and power button lights up, but it refuses to boot. I have a good feeling it's either my CPU or RAM, since my motherboard still sends power and signal to my components and devices, and that it has surge protection. I was thinking of handing it over to professionals but I wanted more input before going ahead with it. Also, will my hdd be affected as well?
 
Solution
For starters we can rule out RAM as that would not effect your computer being able to post. Secondly sounds like your motherboard is still intact so my best guess would be your CPU. As for your HDD they should be fine.
