Question Computer won't boot

After overclocking my GPU my bios decides to put in the wrong voltage 3.75v instead of 1.375v this stopped me from going into windows.i tried reseting the bios through the windows blue screen menu after my computer wouldn't post after that I have tried reseting the CMOS by taking the battery out and then putting it back in this allows my to go to the bios screen that tells you how to get into the bios (the screen you see before you boot into before it boots to windows) but whener I try to get it into the bios by pressing delete it goes away and goes into this mode where it doesn't do anything but the fans are still spinning at a constant speed.PLS HELP!!!!!!

where and what did you overclock the gpu?

Mobo: Gigabyte Gaming x x570 am4
Cooler:stock
Storage:250gb kingston SSD 1tb Seagate Barracuda HDD
GPU clock:1750
