Question Computer won't boot

So yesterday my parts turned up for my pc build.

Specs are listed:

Mobo: Asus P6T
Ram: 3x 2GB Corsair
CPU: Intel I7-920
GPU: gigabyte 1gb

I first turned on the computer after building. Was working fine but had no thermal paste on.
I then took apart to install some thermal paste. Turned on the pc showed post screen for about 5 seconds and won't turn on.

Steps I've taken.

When the 12v CPU rail disconnected the fans spin and motherboard starts but no display due to no 12v line.

When the 12v CPU rail is connected. When attempt to power on fans move ever so slighly not turning on

When CPU is taken out with the 12v CPU line connected. The fans spin with no CPU.

Is this an error with the CPU please.

Any advice would be great

what cooler? brand and model of the psu?
monitor connect to the gpu?
