Computer won't complete restart

I try to restart my computer and it acts likes its shutting down goes black but stays on and never restarts. I have to hold the power button down and manually shut it down and power it back on.

restart means - to restart or reboot the operating system
shutdown means - to completely turn off the system
you've said that when you restart your computer the computer goes black and stays on that means the computer will be restarted it has another call for the cpu to boot again the operating system

I think the wording of this question is causing confusion. Normally when someone "restarts" a computer, it does exactly what you described. It acts like it's shutting down, goes black for a moment and then boots back up. That sounds like a proper restart from what I can tell.

So it doesn't seem like there's a problem here.

What do you mean by restart? I think that's the best way to approach this issue.
