Question Computer Won't Get Past "Welcome" Screen.

I was wondering if i can have some help please. My brother's laptop doesn't seem to want to get past the "Welcome Screen" very quickly and when it does, a black screen appears with the cursor only.

Iv'e tried booting the laptop in safe mode. It boots fine, however the same thing happens.

I don't have a Windows 7 disk either to perform "Repair Computer".

Update: I can get in to the desktop now, however it has taken nearly 45 minutes from the minute i press the power on button to the desktop fully loading.

What do you guys think i should try?

Version: Windows 7 Professional

So far iv'e tried
  • Registry clean
  • Start-up items cleaned up

Borrow a computer and install windows on a usb stick then boot it and format windows but before see if you can take out the hdd and make a backup.
Don't trust me 100℅ so better wait for 2nd thoughts.

Since you can boot into safe mode (assuming you can still reach the startup) , it might be some service halting you up.

It's best to check up what might be the issue first.
Boot into safe mode, wait until it goes up, and follow those steps for a clean boot: https://support.microsoft.com/en-us/help/929135/how-to-perform-a-clean-boot-in-windows

Reboot, and see if it still persists. If it is fixed this means one of the startup elements is halting your PC. Come into msconfig, enable one service and restart until it starts to happen again. The thing you enabled before it happens is most likely the culprit.

If it didn't, do a scan, run MalwareBytes if you can access Windows, or use Kaspersky's rescue disk : https://support.kaspersky.com/viruses/krd18 and execute a scan.
