So I just installed a new PSU and a new GPU today and tried booting it up to no avail. Just stays on the HP splash screen and after awhile makes 1 beep, pauses, and then another 3 beeps in quick succession. I went from an AMD Radeon HD 6850 to an MSI Nvidia Geforce GTX 970. I uninstalled the AMD drivers as needed, so I'm pretty sure that is not the problem. Here is what my setup is right now

MSI Nvidia Geforce GTX 970
4 2GB RAM Card
I5 3.3 ghtz processor
2AB6 Pegatron Motherboard
Sentey 725w Power Supply
Windows 7

If you need other information to solve, let me know ASAP.

As near as I can tell, the CPU is incompatible with that motherboard.

I'm happy with that diagnosis since you've only changed the GPU & CPU, and there's no reason why the GPU would be incompatible if it matches the slot-type it's sitting in.

Put the old CPU back and try booting with that. If it boots okay, there's the definite proof.

Just because a CPU has the same fitting as the CPU socket, that doesn't guarantee it's compatibility with the board and/or the BIOS.
