Computer won't post, thinking it might be the motherboard?

The computer starts, the fans spin up for about a second, then they die down, spin up again for a second, die down...and keep doing that...so it doesn't post.

So I recycled some computerparts from different builds, and it wont post. I know all parts have worked recently except the motherboard which has been laying around for a year or two since I used it.

I've tried the following things. I tried a different power supply, same problem, tried removing the graphics card, tried with different ram. Finally I pulled it all out of the case and installed it on a box, so to see that it wasn't shorting out on the case. Same problem. Tried reinstalling the stock intel cooler, still same thing. cleared cmos and replaced the battery on the motherboard, still same thing...Someone have any suggestions short of getting a new motherboard?

GA-Z87N-WIFI mitx motherboard
some corsair ddr3 1600mhz vengeance ram 2x4gigs
i5 4690k
stock intel cooler
corsair force ssd
