Computer won't POST

I just installed a new graphics card. It was working up until the driver installation. My computer randomly shut off and won't boot. The different POST state LEDs cycle between one another. It will go from vga light to cpu light to ram light and will repeat that process.

Do you have integrated graphics? In other words, are you able to start up in safe mode if you take out the graphics card?
