[SOLVED] Computer wont power on despite mobo light being on/usb power.

Power supply: Corsair RM250 Gold (Obtained 2014)

Woke up this morning to power on my PC as usual and it wont turn on. Strange thing is that its USB ports are still being powered and the motherboard (orange light is on).

Conducted tests:

CMOS: Reset, battery taken out then put in, no results.

PSU: paperclip test with HDD connected, no fan spinning, click sound but I can hear the HDD spinning. When switched off fan does a small spin.

Outlets: Tried different ones no results.

Power on button: Used a flathead to press it against the pwr_on pins while I pressed the on button and nothing.
 
Solution
I removed all but one ram sticks at some point with the GPU off, additionally I tried to turn it on with no ram or a GPU for the heck of it and still nothing. Before though I tried it with all of my ram with no GPU, nothing still.
Can you please List all your Computer specs so that we can do a compatibility test.
Disconnect all hardrives and SSD's and Remove All RAM Sticks...Power on then try to listen for any continuously beeping noises.(The beeping noises is an error code that there are no RAM connected...It also means your motherboard is still functional)
Make sure you have an BIOS Buzz Speaker connected because its really important to listen to the codes.

Try booting only using one RAM stick at a time and per slot and see if your PC will boot.
If that doesn't Work you need to disconnect your graphics card and Connect your screen to the integrated graphics (Motherboard screen connect)just to see if your computer will boot.

I have almost the same problem, But with power unplugged USB ports will still power LED lights and charge cellphones and still won't boot. Fan off Sometime after a few days will work properly . What powers USB ports with power unplugged. I think it is related.

It is completely Normal when your Motherboard's USB Ports have power even when the computer is off (and still pluged in)
You can turn of the powered USBPorts in BIOS or by placing a Jumper or removing a Jumper From the MOBO.....Depending what MOBO you have.
The MAIN Problem with AN computer which doesn't turn on/POST/Boot Is Ether your Memory (RAM's) or CPU or the Power Supply.
You need to Follow basic Troubleshooting Steps to test each component To the Faulty or bad Component....Beginning at one point to the other point.
First testing Memory then Power then CPU...If all those steps still didn't worked you know the MOBO is bad.
