computer wont power up without cmos battery

Does anyone know why my computer won't power on without cmos battery?

I thought batteries are only used to store bios settings. Why wont a motherboard/PSU power up when cmos battery is removed?

does it have something to do with the motherboard's soft switch for power on/off?

if so, it doesn't make sense why they would design something that wont power on without cmos battery.

does anyone know how this mechanism actually works?
