Computer won't read Windows 7 cd, on a new computer build with old HDD

I recently built my first computer with all new hardware except for my hdd, got it running and connected. However once the loading screen comes up, it stops after a sec, the screen goes blue with sentences and codes to quick to read because it goes after a split second and then restarts until I run a startup repair which doesn't find anything wrong.

Besides that the main point is, is that my old hdd holds a 32bit windows 7 which I am trying to update however it won't read the disk in my cd tray.

I went as far as disabling all other boot devices except for my cd/DVD/burner to pick up the cd, but it won't work.
I am of need of any suggestions. Thank you!

Do you try to load you Old HDD - OLD Windows 7 32bit OS over the NEW Motherboard + CPU + RAM ?

If yes then stop for a second :)
You could NOT manage this to work !

You need to clean install
If you have any data on the old hdd try to remove it and go for the clean reformat and setup.

About the CD problem you can setup Windows from USB flash drive : http://www.pendrivelinux.com/yumi-multiboot-usb-creator/
