Computer won't recognize monitor , only if Safe Mode.

I recently got a new monitor (I've used it before and it worked fine) got the old one cable's out and put in the new one , my computer starts , i can see the monitor how it loads my PC (Dell image + bios name ,etc.) and then when it should go to user select it says No Video Input , and if I start it in Safe Mode it recognize it , but if I restart , its gone.
 
Right after the bios screen spam the f8 key. I believe there is an option for "enable low-resolution video". This will basically reset your resolution and once logged in you can go and change the resolution to see if that resolves the issue. It sounds like the resolution isn't supported for that monitor that is currently selected.
 
I see you replaced the video cable. Some of the Dell monitors require a diode in the cable to actually work. If you replaced the cable with one without the diode then this will happen. Try using the old cable that worked and see what happens.
 
me036 , I'll see , at the moment , this Monitor worked on this PC before.

Deeds4life , This cable worked before , I dont know what caused this , but its not the cable (The monitor is Philips , the computer is Dell) If it works with this cable in safemode , smthing is wrong.

Solve : Re-install the GFX Card Driver , then it should work.
