Computer wont restart

Hello,

I when I opt to restart my computer, it will not. As an example, if I download an update and restart it will not. The computer goes into a loop at the initial startup. Like it is hanging up and get it to the last step. Now if I press the button to the turn it on, it boots up fine.

I have run the windows start up repair also.

E8400

Could be caused by an error during shutdown/restart, not allowing restart to execute. Looking in event viewer may show an application, internet, or system error. Do you have Windows CD to boot from to repair-install, or have you tried to Windows system restore from a date prior to this error ?

Could also be the PSU.
