Computer won't shut down (Win 7)

When I choose the shut down option on the start menu on Windows 7 everything goes normal and the shutting down screen pops up. What is abnormal though is once the shutting down screen goes away and the screen goes black, my system is still running. It is a custom built PC by me. How can I fix this problem? Thanks!

Hello, maybe you may try with 'shutdown' command from windows+R buttons, but i know it isn't proper way, i have revers problem way, by the way
Many people have some problems, unfortunately not everyone's are solved :|
