Computer wont shut of properly.

I don't know if this is the right forum to be saying this but here goes it. Ever since I built my PC it won't shut off properly. Anytime I try to shut down, power off, etc it always boots down then restarts. I'm worried because anytime I go to asleep I can imagine it restarts about 10-20 times a night. The only way to fully boot down the system is to hold the power button until the led turns off, and then let go. After doing this my PC usually gets stuck on a repairing windows screen. What I am trying to ask is how to configure settings (or hardware) so that it will shut down properly

It could be some corrupt windows files, try running the SFC command, details here: http://www.tenforums.com/tutorials/2895-sfc-command-run-windows-10-a.html

Make sure you have access to an administrator account to do this.
