Question Computer Won't Shutdown Without Powering off PSU

So I just recently bought a new 1000w Corsair RM1000x. Took a part my whole PC just to figure out this particular PSU is VERY picky about the type of SATA/Peripheral cables you use. After reassembling... Most of the computer.. I realized something. My PC doesn't actually do a full shutdown when I press the power button, it just shuts off the display. Which begs the question, is this just the type of PSU or is it wiring on my Motherboard? Like I said the power button is responsive, it just doesn't fully shut the PC down. Which I was able to do with my old PSU.

Also worth noting: When I say my PC is mostly reassembled I just mean my second GPU isn't plugged in, and the hard top of the case is still popped off (there's no wiring on that part).
