Computer won't shutdown

When i try to turn off my computer, it always restarts. I've tried fixing the power options, system restore, and manually shutting down but it always turns back on. If I take the battery out and put it back in, it will immediately turn on. I don't know what to do. My roommate says it could possibly be a program that is making the computer stay on, but I don't know how to figure out which one.

if it a asus mb it a bios bug. you have to take power off the mb and then reset the mb. if it a program issues try booting into f8 safe mode see if the error still there. if not it may be your anti virus.

It'a dell laptop.
I also don't have any antivirus because i installed windows 8.
