Computer won't sleep because of Disk Defragmenter?

So lately, my computer will not fall asleep on it's own, i have to manually make it sleep. I googled and found an article saying to run command prompt and type in "powercfg -requests" to see what is keeping my PC from going to sleep. It only brought up 3 things, all under "[SYSTEM]" and all 3 saying the same thing..."

SYSTEM:
\Device\HarddiskVolume4\Windows\System32\svchost.exe (defragsvc)
Drive Optimizer is running."

So i assumed that could only mean my disk defragmenter is running and preventing my PC from sleeping. I opened it up and under "Last run" on the "(C:)" drive its stuck saying "Cancelling..." It was stuck like this when i opened it and it gives me no options to clear it or do anything. It's just stuck cancelling. I've rebooted my computer and everything and its still stuck like that. I assume that's what is preventing my computer from sleeping (correct me if i'm wrong). So, how can i make it stop what its doing and just go back to normal? Thanks for the help in advance.
 
Update: I've been searching for answers, and came across another forum where someone said they went to Services and disabled the defragmenter and that turned it off for them. So i tried to do the same thing, and it won't let me run Services. It says to contact the administrator (which is me, i'm the only account on the computer :/). I even tried running Services as admin and still won't let me in. Any advice?
