Computer won't start after power outage - fan going white light on power but monitor is orange light.... HELP!!!

I have a Dell Inspiron 480 (I think) with window 7 home premium. We had a power surge and then outage this morning. Computer won't boot. The power light comes on..and I can hear the fan and no beeps.. but nothing on monitor. The monitor light stays orange. I have reset the power, unplugged and replugged but still nothing.... please help

It's very likely that hardware damage has occurred if the PC was not plugged in to a surge-protected power point. Hopefully only the GPU was damaged so try installing a PCI graphics card and plug your monitor cable in to that.
