Computer won't start, could it be the mobo?

I built a computer from scratch for the first time a couple of months ago and one the thing that happened was that it wouldn't start up, well, it would for 2 seconds and then it would shut down and try again automatically. I tried removing all components one by one to try to pin point the issue, but nothing solved it. I then tried to remove some of the screws that attach the mobo to the case, and that solved the problem, the computer started. Later on, when my GPU arrived, I had the same issue and had to mess with the screws to make the computer start again.

Right now it is working fine and I never had the same problem (probably because I never touched anything again), but I'm still a little unsure to what happened.

My question is... should I be concerned that this might be a problem with the MOBO? Is this a common issue? I see that there are insulation little things that can be added for some padding between the board and the case, is that necessary? Common?

This might be completely unrelated, but I hooked up a TV (HDMI) and I can hear (very noticeable) the HDD working through the TV speakers, like a windy noise, if that makes any sense... does that indicate that there is something wrong with the MOBO or GPU? Or is it just interference... cable maybe?
