A few weeks ago, I moved to a new apartment and brought my desktop with me. I started to notice that sometimes when I start my computer, all of the lights and fans on the tower come on, but nothing is sent to the display. The CPU LED lights up on my motherboard, and my keyboard and mouse don't light up like normal. This happens probably every other time I start the computer or so. It's very random.
When the computer does start correctly, it sometimes displays the message "Overclock fail!" When I saw this, I went into the settings and turned off all of the overclocking settings, but I still received this message once more in the future. My computer is still not starting like this about as often, but I don't receive that message anymore upon successful boot up.
Now, I have a new problem as well. Yesterday, I've started to smell a burning smell coming from this room. It seems to only happen when the computer is on. It's not a constant smell; I only get slight wisps of it. I've tried smelling all around the computer, including the motherboard, CPU, and PSU, and I can't seem to locate the smell at all.
Is there anything that might be the cause of both of these issues?

I'll also add that I got a new monitor during the move as well, and I've only been testing on the new monitor. It's an ASUS VG248QE LED Monitor.
