Computer wont start even with psu replacement pls help

Ive had my pc for about 3 months now and all of the sudden i decides not to turn on. I thought it was a power issue since when i put a srewdriver to the cmos everything turns on for a second and then suddenly turns of. I then replace the old psu which was an evga 600 watt with a corsair 600 watt and when everything is plugged in the pc still wont turn on at all. I have in the pc an intel i5 with a gtx 1070. Also when i slowly pull out the 24 pin connector the fans turns on a bit and the gpu light flashes on for a sec. If you vuys have any idea what the pro lem might be pls let me know because im probably gonna get a new mobo. My original mobo is an asrock h970 pro4.
 
Solution
Shorting the CMOS pins with a flat blade screwdriver should only be done with the power disconnected from the wall socket. Shorting the two pins with power to the motherboard can damage the motherboard.

You might try clearing the CMOS, over and over again, waiting an hour between tries to see if it will come back.

Pulling out the 24-pin connector while powered on is another way to cause a short circuit.
