Computer won't start (Prime Z390-P)

Upgraded my computer and now it won't boot

Changed the motherboard, CPU and RAM, built the whole thing and when the moment of truth finally came, the damn thing wouldn't start.
I started removing component after component untill there was only the CPU, CPU-fan, motherboard, 1 ram stick and the PSU left. At that point the fans started spinning but the computer quickly shut down.

The front panel LED works and the motherboard lights up, and stays lit, as soon as the power cord is connected. It's when I start it bails.
The entire installation was performed with an ESD mat and an ESD bracelet.

CPU - I7-7700
Motherboard - Asus Prime Z390-P
RAM - Corsair 16GB (2x8GB) DDR4 3000MHz CL15 Vengeance
CPU cooler - NH-D9L
Video Card - GTX 1060 6GB
Power Supply - 650W
Hard drive - 128GB SSD, 500GB HDD and 1tb HDD
Operating System - Windows 10 x64


Steps i have taken
1. Checked the CPU for damage
2. Checked the thermal paste
3. Switched RAM slots (with one and two RAM chips)
4. Checked for wires and bolts that could have been under the motherboard
5. Removed every component untill the bare minimum was left
6. Plugged in and plugged out every cable to see if it made a difference (chassi fan, front speaker, CPU fan, usb etc.)

I've pretty much narrowed it down to the CPU, motherboard and the PSU. I'm wondering if anyone else has had the same problem and has a solution? I've checked guides and troubleshoot videos and none of them seem to help.
