Question Computer Won't Start with the GPU Plugged in?

Hello,
I have an issue where my PC won't power on when my GPU is plugged in.
Whenever I remove the 8-pin PCIE cable, the PC boots. If I plug in the PCIE cable AFTER I power it on, the PC will display without any issues.
Any help/ideas/feedback is appreciated!

(SPECS)
i7-6850K CPU
ASUS ROG STRIX x99 Gaming Motherboard
32GB (4x8GB) DDR4-2300
EVGA 850GQ PSU

EVGA GTX 1060 SCC 6GB Video Card

First thing I'd be doing is testing with a known, good power supply because it sounds like your current one cannot handle the large power draw of powering up your system. If it's really that far gone, then I'd expect it to fail completely on you.

I did some testing with a separate Motherboard and PSU to come to the conclusion that the motherboard is bad.
During the testing, the motherboard (for a lack of better term) finished dying and wouldn't even boot with no GPU installed.
